"J'ai pris la décision de quitter la vie politique en 2018", a déclaré le chef de l'Etat de 73 ans devant le comité central de son parti, le MPLA. Son mandat actuel se termine en 2017, mais il n'a pas précisé pourquoi il comptait quitter la vie politique l'année suivante.
À la tête du pays depuis 1979, José Eduardo dos Santos, âgé de 73 ans, est le second plus ancien chef d'État au pouvoir en Afrique, devancé seulement par le dirigeant de Guinée Equatoriale Teodoro Obiang Nguema, arrivé au pouvoir un mois avant lui. Surnommé le "Machiavel de l’Afrique" en raison de son goût prononcé pour l’intrigue politique, il avait assuré qu’il ne se présenterait pas à la présidentielle d’août 2012. C’était sans compter sur sa volte-face. Il s’est finalement porté candidat, et a été élu à la faveur d’une très forte abstention avec près de 72 % des voix. La Constitution angolaise ne prévoit pas d'élection présidentielle au suffrage universel, mais stipule que le président du parti vainqueur des législatives devient automatiquement chef de l'État.
Réfléchir à une transition
Un régime autoritaire En juin dernier, le président avait indirectement abordé la question de sa succession, en déclarant notamment : "Il nous faut étudier très attentivement la façon de construire la transition", en appelant le MPLA à réfléchir à la nomination d'un candidat. Son régime est critiqué pour son autoritarisme et son incapacité à sortir la majorité de la population de la misère, en dépit de la manne pétrolière. Le président angolais a largement muselé son opposition. En tant que chef de l'État, il est aussi le chef des armées, du gouvernement, de la police et il nomme les principaux juges, ce qui lui donne un contrôle quasi-total sur l'appareil d'État.
